One cable with three Category 5 cables in one was decided over just running a single line in to the room. The reason we chose the PVC covered cable, is that it meets our requirements and was on hand from the supplier at a reduced cost. Our requirements were to have two data connections and one phone per room. These requirements were met by the PVC covered cable. The other thing that was important was the time it would take to pull three lines in to each room, as opposed to one cable with three lines within it.
